In layman's terms, Tsundere is a personality type that is initially cold or uncaring towards a person, and then later on opens up to that person.

Yandere would be someone who initially comes off as loving and caring, but will quickly flip that around and show affection thorough (typically) acts of violence and such.

The former seems to be more common in anime and such, its a very common character personality type that suits a broad spectrum of anime, but you occasionally catch the latter in anime of a more extreme or serious nature. Hope that helps.

Tsundere also has a inversion of your definition, where the opening up reveals that the person isn't always cheerful and nice.
