Either he's sleeping...and she likes him a lot so she secretly longs to display her feelings for him. Or...

He's dead and she's in grief and just want's him to 'wake up' again and that she also wants to touch him one last time but is afraid to do so given the lack of warmth from the body.

I prefer my first thought.
