This is quite possibly a reference to an early episode Blazblue Radio where in one of the segments Tomokazu Sugita (Ragna's voice actor) was competing with Kanako Kondou and Asami Imai (Noel and Tsubaki's voice actresses) to see who could recite the most syllables of the alphabet in reverse. Sugita decided if he won that Kondou and Imai would have to kiss.
Given the nature of Blazblue Radio having them appear as super deformed versions of the characters they voice along more detailed cut away art, when he suggested this, it cut away to a shot of Noel and Tsubaki getting cozy in a more intimate looking shot similar to this (without Ragna of course).
In the event you care, Sugita meant it as a joke, but he kept rolling with the joke long enough to get some very amusing reactions.
