Possibly. It does resemble Allen because of the hair, but without other indications that makes it unclear. Either way...he's lucky as long as she isn't too rough and snaps his neck. The Hilbert Effect has new meaning!

Kos-Mos was designed as a "protector of life".
According to some "Jin and Jang" story, the man stands in for death while the woman is for life.
They build Kos-Mos as "perfect woman" so she leaves a good karma in the fight against the Gnosis.

But in the end I cant stop thinking this is a nice explanation, while the mangaka just wanted another heroine as in the clichee. ^^

I guess Allen got sick of being friendzoned by Shion that he decided to program and alter Kos-Mos for sex.. well looks like it sorta backfired on him because it looks like she won't let go he must have at least cummed 5 times in her by now.
