That's a Death Knight, not Arthas. It's obvious from the Sword as it's not Frostmourne.

Arthas wasn't exactly sure to do with the young girl his necromancers had raised. With little icy wings, and a bow in her hair, she wasn't exactly...imposing.
However, his worries were left unfufilled, once the little knight said her first words in Undeath
"I am the STRONGEST!"

Its Arthas-Cirno, the cloak and leggings gives it away to be Arthas'. As does the hilt of the sword being frostmourne's.

And the wing-crystals are obviously Cirno.
