You sure that she's being neglected? Her expression is more like she's saying something mundane to remind him like: "Oh, hey, don't forget that your big brother called this morning and said that he found the car keys."
From the dress, hair, bandages, and so on: you can see that she's loved and cared for.

if she had been neglected, would she even be allowed clothes and bandages (clean ones at that), we'd also see her with obvious signs of abuse.
i say she is very much loved by whoever she's at.
i'd take care of her like my own sister or daughter, considering my age the latter of the two.
and she's still got her legs, health and will of life in'er
plus nowadays you can get prosthetics that allows you to regain the functions earlier lost from those missing limbs.
maybe she is soon going to have such an operation so that she can gain some artificial arm and hands.
a body is after all a biological machine although more refined, it is more frail than an artificial one.

How about this:
