In Legends, Megaman is human. As shown in the opening intro of Legends 2 when he makes breakfast for Roll, he is wearing normal human clothes and his body is pretty normal like any other human being.

He just dons his blue armor when digging (Which is practically 98% of the game) that's why you never see him takes it off.
