Oh, Bugsy, how you got to be a league-recognized Gym Leader with a Metapod and a Kakuna, I'll never know. But, then again, Falkner has a Pidgey and Pidgeotto... and it's better than Wallace, who became the league recognized toughest Gym Leader and later CHAMPION with a damn Luvdisc!

@Anon: Go play the post game and you will see why Bugsy was accepted as Gym Leader. Dude has Scizor, Heracross, Vespiquen, Yammega and others. The fact he uses weak Pokémon in his first battle is because otherwise the players wouldn't be able to beat him with level 15 Pokémon.
