Fortress isn't poison but you can teach it poison moves. It's capable of using toxic in the elite four fight it's just normally that fight is two turns it never gets that far.

Forretress has Toxic Spikes! But, hey, Onix isn't a fighting type, and Vileplume and Gengar aren't Dark types. And Charizard, Gyarados, and Aerodactyl aren't Dragon-types. Although, Charizard and Gyarados are still Dragons, so I can sort of excuse them... Their rematch teams fix all of that, though.
