That's the problem with being a program made by the Book of Darkness. You are made how the original master who made the book wanted you to be made. Even under new masters, only the clothes change.

It must be very frustrating for Vita. I mean even if she didn't grow I guess it wouldn't be so bad if she was Hayate's cute little girl forever. But then Reinforce Zwei was born and stole Vita's place as the cute little thing in the Yagami family. So in the end she isn't the youngest girl anymore and can't grow either. Poor Vita, that sucks.
