It's main purpose is to imply that the one giving fellatio is a "human toilet" as they're often referred to in a degrading way. Basically, they're fine with sucking unkempt dirty cocks just as passionately as the clean ones, and the stray pubes in or around the mouth are probably the best way of showcasing that.
