I think she's saying something along the lines of "Everyone's saying AION sucks. What do they know?". Could be wrong, as I can't read the kanji after the quote. Fairly certain she just repeats "Unforgivable" on the bottom.
Can't really tell if it's the artist soapboxing or if it's just because Patchy is a NEET of Kaguya proportions.

And as I come back to look at it more closely (for some reason, this image has been bugging me), it's Patchouli. It threw me off the first time because she wasn't wearing a hat, but Kaguya doesn't have those bows in her hair.
So yeah, I was wrong.
