Since there's only 36 posts on Pixiv tagged with iCarly, it isn't, but there are some fans and a few artists that like it enough to draw fanart of it. That's true of pretty much anything. There's a lot of anime & manga series that aren't hugely popular but still get small amounts of fanart.

That's what I thought. I don't think Most Nickelodeon shows are popular in Japan.
