It's not, but here someone else (Chika) is inserting it into Mimi without asking permission first. (In the manga, anime may have made it tamer.) This is kind of a microcosm of one of the problems with Kodomo no Jikan in my eyes: it supposedly deals with the troubles that young children face, but the kinds of troubles that we see are less the kinds of things that 3rd graders deal with, and more the kinds of things that middle school-aged children deal with, especially when it comes to Mimi. I know that breasts can develop and menstruation can start with children as young as age 8-9, but she's way too physically developed to be 8-9. I think if this series was about middle school-aged girls, it wouldn't be as problematic or controversial as it is.
