There's nothing wrong with lighter, more agile pilots with lower life-support requirements. Besides, the Empire has a bias against women (according to some EU stuff), so sending them out in unshielded fighters makes an evil kind of sense.

Actually, some of the Empire's best pilots were females. Juno Eclipse led the Black Eight punisher squadron, later to be Starkiller's personal pilot, and Howlrunner led Obsidian Squadron and was one of the TIEs chasing the Falcon after Bespin.

Despite some notable female pilots, the Empire still had an incredible male bias. It's because of the sheer quantity of pilots required that they likely overlooked that bias, along with their xenophobia. If I recall the Empire had an elite Chiss squadron in the EU.
