the meme is "haigure". The girls are hypnotized into doing that weird gesture and repeating "haigure". Somehow, they all wear this same swimsuit while doing it, but are unaware of what is happening. it supposed to be erotic, but I think its this one idiot's thing, and everyone else jumped on the bandwagon because it looks so absurd.
