All of them are different versions of Ludwig. By the way, there are western characters in APH that have dark brown to light brown hair and some- even darker. Before you stat saying anything rash, anon 1, make sure you have [BOLD]watched the series[BOLD] first.

REKM is right. he/she is gots talling the truth. Most anime,including hetalia, have wastern as blond haired,blue eyed white people. Not all wastern are that way. i know thare got doing it to esay spot the people. I'm a big fan of hetalia, and seen the show ,and many others to know what i'm talking about.
