Not true. Red beat ( Technically ) Mewtwo, which you could argue was his 'Final boss'.
Though, the trainer is able to catch him, story goes as if Red beat him, which is why he shows up in HG/SS. With a less than favorable moveset, I might add.

say buddy, the progammer can make Red's pokemon have no weaknesses with usage of item, godly moveset and stats, leveled to 90s and have best AI. But no one will able to defeat him and the kiddies will start crying for being badly raped by Red. So they make him defeatable, crappy movesets, weaknesses and only in level 80s.

Unfortunately, Fire Red is no where near as epic as the actual Red. I can't even consider them the same character that remake was so... not him.
Now if this was Red and not Fire Red, then I would find this completely awesome, but we get Fire.
