The real question is whether the 00's swords or guns harm Phase-shift armor? I mean, the SF has superior ranged capacity, and (theoretically,) Kira has better genetic reflexes; add that to Trans-Am has a time-limit and a cooldown phase, it really just depends on whether he can actually harm the Freedom.
Case-in-point: If the battle's not over before the 00 hits its operational limit, the SF wins. Because the SF doesn't seem to have an operational limit, as per anime reckoning.

Strike Freedom is a long-range assault Suit, with a few weapons for melee (Beam Swords and DRAGOON System). If Strike Freedom can stay far enough from 00 Raiser, Strike Freedom wins. Technically, the outcome depends entirely on distance between the two Suits. 00 Raiser is clearly a melee Suit, with a few weapons for mid-range combat. Strike Freedom is a long-range assault Suit, with a few weapons for melee (Beam Swords and DRAGOON System). If Strike Freedom can stay far enough from 00 Raiser, Strike Freedom wins. In terms of Pilot skills, I believe Kira has the upper edge. But in terms of machinery, Gundam-OO has way more advantage over Strike Freedom. However, both gundams have their own strength and weaknesses. In terms of Raw Fire power, Gundam-OO will have a hard time fighting SF since SF is basically a range type MS. However once it goes down into melee, Gundam-OO is more suited.

The only weapons 00 has that would even damage the SF is its beam sabers, the beams fired by its GN sword/rifle, and its Trans-Am Raiser Sword. Whereas it has no protection against beams which the SF is known to spam constantly, plus its two railguns. So it really all comes down to who wants to win the fight more.
This is basically the equivalent of another theoretically epic fight (Natsu Dragneel vs Naruto Uzumaki) where the winner isn't determined by their ability, but by their desire to win.
Either way.... this is epic.
