The term "shoujo-ai", the distinction between it and "yuri", as well as the implied purpose of this distinction (that yuri must involve sex or be hentai oriented) are all fluff ideas fabricated by western viewers. In Japan "yuri" denotes to all lesbian relations regardless of sexual acts being portrayed or not, and the term "shoujo-ai" doesn't exist. Moreover the shoujo-ai tag on Gelbooru is hardly used and virtually unknown.
