Wtf are you talking about, thats obviously Orochi from the King of Fighters series.. He's had that tattoo since his debut in KoF 97 in his debut appearance. He even has the black wrist bands...who ever the hell the artist is obviously copied the tattoo design

Who ever says that's Orochi obviously can't tell fur from skin considering the character with the tattoo obviously has fur considering the way the lines on it's chest and stomach are depicted.
