It could have a magic guiding system. Or, it mite not be a precision weapon, It could explode, either in water or mid-air, and take out anything within miles.
Place a few of them along the coastline and depending on the radius of the blast and the spacing, any enemy fleet that comes would be demolished

Or the projectile itself could be 'self guiding' with fins or something similar. Like a glider, it isn't powered except for the initial thrust - provided by the BFC.
