Orihime, when it comes to combat, is worse than a waste of space. Wastes of space don't hold you back, nor do they get in the way. Orihime does. Hear healing is the shit though, and if she had enough brains to actually try to reject her opponents out of existence, she might actually be of use...
Rukia, on the other hand, can fight, does so pretty well for a lieutenant-class fighter, and actually has a personality that doesn't make you want to facepalm every fifteen minutes. So why is she a waste of space?
I do agree with the sentiment that Tatsuki would be an awesome fighter if she had spiritual powers too...

Rukia is a waste of space because they don't actually allow her to shine in her fights. No matter how strong a character is on "paper" unless the manga itself allows that character to make use of this strength in the story itself, the character is wasted.
