I do believe that highly powerful demons like Sparda can have a human form (probably as disgise to approach humans). This is clearly stated in the anime.
That human form was introduced in the first game, when you played as Sparda in Legendary Dark Knight mode. They give no reason for that in the game, but it's most likely one of Sparda ability to take a human form.
