The most amazing thing about this picture is that the artist has actually taken the time and effort to draw realistic body hair.
Naruto actually looks like a 15+ year old boy.
Who knew such things were possible.

The body hair does look quite realistic, the bad thing is...
His natural hair color is blond, thus the body hair should be too, and in this case it is not. Which proves to me the artist wasn't really paying attention. Still, it's a nice pic.

Though, my overall point was that because of the body hair, Naruto actually looks more like a mid-teenage boy should look; a fact which most manga and anime artists tend to overlook.
*Your point about natural hair color isn't necessarily true 100% of the time. Take me, for example: The hair on top of my head is an auburn-red, while all the rest of the hair on my body is jet black. So, "natural" hair color doesn't always mean "all-over" hair color.
