Japanese has no "v" so they use "b".
His name is Nova due to limitations with regards to writing and vernacular.
The other way they say "v" is something to the effect of "uiie".

Yes, in the japanese dub they say "noba". But they also say "Bincento" instead of "Vincent". I think it's supposed to be Nova. :)
