Yeah, pubic hair is often black if you have darkblonde or brown hair. I personally can't stand blonde or red pubic hair (and definitely no anime colours like blue - they look diseased), I just think it looks weird. That's just my personal taste though, it's okay if you like it.

I assumed Shion was making reference to Chie's overall color in this fanart being different from her ingame color... not the difference between this picture's pubic color and headhair color.
