I think it has to do with Hazama's joke ending. When he was in his office, he found a hidden bathroom with a tub in the shape of a paw.
He took a bath and used the soap there, but what he didn't check was that the soap was really cat-nip. When he had some business in the cat town later that day, he was ambushed by Taokaka and some kittens.
Eventually they cornered him where Jubei was waiting and restrained him. They were about to kill Hazama but they were strangely compelled to him. Kokonoe was grinning as he was pinned down. She said she wanted to kill him on the spot but she had other urges as well, such as clawing deep into him.
Later the town led by Kokonoe were about to play a game like tag with him. The first to catch him can do whatever they wanted to him. Shortly after his release he tried to flee but soon he was pounced on and the whole town buried ontop of him.
Since it was cat-nip he wore all over, I'd imagine there was a great amount of molesting and his cries were heard all throughout the town. He was still crying when he got back to his office. What made him so weak to everyone was that he is deathly allergic to cats.
So, yeah, hope I didn't drabble too long.
