No it's not. Spain just has one hand gloved, while the other is not. He's holding UK's gloved hand.

actually Spain's hands are both gloved and he is holding England's ungloved one, his hand just looks weird because of the shadows, the way it was drawn and the fact that England's hand blocks the thumb
