Kuroi_Kage, this may come as a surprise, but the A-cup does not mean that the wearer is flat-chested, just very very near it.
You may have to search around some of the more high-end lingerie stores, but they do make functional, as well as frilly, as well as both combined for that matter, bras for support for those of us who are A-cup or even smaller.
It just denotes *near*-flatness, not flat-as-a-board flatness.
That said, flat chested dangerous women? What a wonderful, and wonderfully hot, combination!
