gender swap tag removed cause in the anime/manga, homura was starting to change into a girl, despite still being a boy, the reason i removed it, is because gender swap is complete swaping of the gender, meaning a boy becomes 100% girl or vise versa. in the manga/anime, he was stoped half way, so its mroe like futa

Well actually the body is female the mind is male; if you look closely at how things are worded; he didn't want to change her even though she had already become a woman. But her mental state is still the same as the beginning series just steering her down the path of least resistance.
