This looks a bit like one of the greatest pranks somebody pulled off here. Two guys put a hidden speaker in a public toilet and waited somewhere where they could see people entering and leaving. Each time a woman went in, they waited until they assumed she was sitting and then they went "Excuse me. We are doing some sewer work and we can see everything". They managed to get quite a number of women to quickly leave the toilet before they were caught :D
