Removed "alcohol" and "drunk" tags. There's really no indication there's alcohol anywhere, and the cat-thing's face doesn't necessarily mean it's drunk. And the girl's not drunk either. She's drinking what looks more like water than alcohol.

@softfang That 'water' she's drinking is actually Ramune, a popular Japanese soft drink. No beverage in the world has a bottle shaped like that :P
