They're dressed for "American *ahem* Ethnic Chick" day. It's one of those minor holidays that are so common in Japan. They're about 40 pounds underweight for it, though.

You know it's certainly an American style. What makes this even better is that nowadays 14 year old American girls actually dress like this. It's a beautiful thing. Adds more realism to the art.
