That's Giegue, Giygas' first form from Mother 1/EarthBound Zero. Giygas is the form Giegue takes when Giegue goes uncontrollably insane and depressed and in pain, which is her second form in EarthBound/Mother 2. Porky just called Giygas a "he" for whatever reason but Giegue a she. While Giygas remains a "it".
