Now as Ui-chan here has so kindly demonstrated for us, the proper form is to put the panties on OVER the garters. That way, when it's... "go time", you don't have to fool with undoing the straps, taking the panties off, and re-fastening the straps. With the proper form, the panties are easily removed with your hands, or, if you prefer, your partner can take them off with their mouth.

Now this will be on the test...
