They don't really have that much choice, Anon#1. From what I understand (which is admittedly only what I've heard from other comments here on Gelbooru) it's illegal to share hentai in Japan. People are allowed to draw it, but sharing it is illegal. So they censor it to more or less get by on a technicality that if there's no clear penis, vagina or anus then it doesn't infringe on this.

But I agree that it is a shame that censors can degrade an otherwise awesome picture.

This type of cencorship will be gone in the next decade I'm betting. It was only a few years back that they started allowing pubic hair to be portrayed. So these laws are changing.

Officially they don't need to censor anus because it's not a genital as far as I know.

Anyway if what anon4 said is right then I hope the censorship will be gone in the future, because it's ridiculous that 18+ people can't get their hentai uncensored when it's prodused exactly for them. And they should know that even any japanese schoolboy can download uncensored american porn, and such, so this censorship law is basically just spoils the art.

What I thought sometimes is that they wouldn't dare to propose removal of such a law, because if somebody in their governmental body would say "Hey guys let's cancel the censorship" they all would look at him like >_> >_> >_> and wisper "are you a pervert or something"
