Personally (and this is just my opinion) I think the reason why you see much better art on Pixiv as opposed to Deviantart is because the Japanese tend to be much more self-critical. They tend to say to themselves 'I don't want to release something until it's good/perfect' and they tend to be harsher on themselves about it (for better or worse) while Americans typically tend to look at anything they do as 'good' and 'worth praise' and/or have a very low perception on what 'good' is, thus you see a lot of crap submissions. Also, the Japanese tend to have a history of producing a few high-quality items while Americans tend to produce a lot of stuff of varying/questionable quality. Of course I'm not being specific and am being general here and there are plenty of exceptions on both sides; Pixiv has its fair share of crap submissions (as Anon 2 pointed out) as DA has its share of amazing artwork, but that is usually the impression I get. Just my opinion/view, not fact.
