17 and 18 are inaccurately called androids in the series but they are very definitely cyborgs. They were created by implanting Gero's advanced technology into them though I don't remember if they were alive or if he reanimated corpses. Anyway any living being enhanced with technology is a cyborg.
As far as I know (haven't seen all the movies) 16 is the only true android Gero created because it was always 100% machine, not something you'd call "alive."
But yeah I'm sure the artist wouldn't have included 17 and 18 if he knew they're not true robots but it's hard to blame him for missing that. It was only mentioned in a single episode of DBZ and I think Dragonball Kai may have cut that line out. It's really only something you'd expect a Dragonball nerd to know.
