Pubic hair ain't a problem unless the girl is a loli.
And while mainly the Lucky star girls are in high school, they all look like loli's (Miyuki and Patricia aside).
I don;t think tsukasa needs to shave for anyone but her sister. Kagami is a lolicon, it's blatantly obvious.
