It would be better if the ropes around their ankles also wrapped around the bottom of their feet. That way, if one of them tried to rest their heels on the ground, the other would be dragged up into the air, helplessly. Essentially, either girl could rest herself and ease the situation, but only at the expense of the other. To further complicate things, the girl who ends up hefted into the air has no way to reverse the situation.
It would be interesting to tie up two girls like this for a week (naturally, with their consent), and see what comes of the situation. It would be sort of a social experiment.

Anon 5 back again. I forgot to mention that as long as they both cooperate, they can both remain in a bearable, though uncomfortable situation. They'll both be able to stand, even if they are forced onto their tiptoes.
However, they can't coordinate their actions, since their gags prevent them from speaking to one another.
The moment Girl-A rests her heels on the ground, Girl-B's torso is raised into the air. The ropes around the Girl-A's feet will loosen, and as a result she'll be able to spend the rest of the time until she's released just standing normally. In fact, it would be fairly comfortable, since she wouldn't even her to hold up her own weight, with Girl-B counterbalancing her body mass.
Poor Girl-B, on the other hand, will end up helplessly suspended in the air. However, I wish to revise a statement I made last time. She CAN actually punish Girl-A for what she did, but as a result, they will both be screwed. If she pulls her torso forward hard enough while suspended in the air, Girl-A's feet will be dragged out from under her, and they will both end up suspended in the air horizontally in a hogtie position. They'll both be worse off, but it's a kind of revenge for the slighted girl. Also, neither will be able to escape at all.
That would be very interesting to see play out. Sign up two girls who are willing to get paid to do this for a week (don't let them meet each other at all beforehand), then watch. Will they both cooperate and be forced to stand on their tiptoes? Will one choose her own comfort in favor of the other being hoisted into the air? Or will they learn to take turns? Will Girl-B sacrifice her own comfort for the sake of the other? Or will she take revenge, leaving them both worse off?
