They are actually the same person, he just got a redesign because Ken Sugimori realized that back in 1995 he couldn't draw for a shit...

Seriously go see his old Pokemon artworks.

While I agree that he did improve a lot, Lurkerella, I still like the overall design of the original Red more. He should have just updated the design with his improved style, not completely redesign the character. But hey, what's done is done.
