Furthure more, there is the fact that Irelia does NOT throw KNIFES. Her sword is made up of four blades, and her ult FIRES those four pieces. She does not use KNIVES.

I think it's simply an artistic liberty. After all, Evelynn is missing that symbol on her forehead that she usually has, Janna's hair is a lot shorter than usual (the shortest strand has always been depicted as at least past the shoulders), and nearly everyone's breasts are smaller. The scar was never very prominent in the original splash art, and you can easily just say that this is before she got it.

Overall, it looks a lot more like Kat than it does Irelia, and as Anon 4 said, Irelia wasn't even out when this picture was drawn.

tl;dr It's Kat, not Irelia.
