Nah it's just some h-artists prefer to use the invisible penis. The main reason is that if they were to illustrate a penis, they'd have to apply the standard mosaic / pixelization, which some find very distracting. It's something of a tradeoff.

Oh, and Japan is pretty much the least homophobic society in the developed world. They have a rich history of gayness and pederasty that rivals that of the ancient Greeks.
