Mmmm... Well Xion was made as a copy of Sora but she was crafted from Soras memories of Kairi. She looks different to everyone(I forget why). To Roxas she looks like that... Just sayin...

She looks the same to Axel as well, but only after they become friends. Axel and Roxas (and by proxy the viewer) are the only ones to see her actual face.

It's all in how they relate to her. Like how Xigbar sees Ventus because of their intertwined memories. Since Ventus's heart lies within Sora and therefore allows him some sort of passing connection to Xigbar through Xion, which is referenced in KH2 at TWTNW.

This is a REALLY IN DEPTH and THOROUGHLY THOUGHT OUT series when you start to realize just how interconnected everything is.
