For anyone wondering,

Kujo Jolyne predates Han Juri, the former was the star of the sixth Jojo story arc, Stone Ocean which started in 2000, while the latter was introduced in Super Street Fighter IV (2010)

Both characters are only similar in physical appearance; they're radically different in personality.

Indeed, Japanese fighting game developers seem fond of Jojo; quite a few characters are, at least in terms of appearance, inspired by Jojo's characters. For example, compare KOF's Benimaru to Jojo's Polnareff.

Their are also some that are based on Hokuto no Ken or Dragonball.

Ryu has ken's personality with Goku's fighting style.

Akuma has Raoh's personality with Vegeta's hair style.

Rolento is based off the Golan Colonel.
