@Wilren: The thing is, he *can* and doesn't even need a charge-up, it's instant. He does it several times to mindscrew with people ("teleporting" himself and others or just plain killing people during timestop) and only started announcing it mostly after Kakyoin found out because it's more dramatic that way.
