Whatever it is, it looks like it must be something that is flying/levitating just barely off the ground, since it looks rather technical near the bottom and it's obviously too heavy for her to be lugging around.

Maybe it's some sort of floating table to help the waitresses keep their balance while going down the stairs with their trays.
