Ironically, these three have the strongest Ex Bursts in the game. With Cloud's being the strongest, followed by Tidus, and finally Terra. However, the first two only do full damage if their HP is full while Terra's doesn't rely on her HP. So Terra has the strongest Ex Burst under no special conditions.
