What is it with the Japanese that they're allowed to make such great pieces... and then ruin the effect with the censoring? Lame!

I don't remember where, but I once read that the US was responsible for certain censorship laws in Japan when the US occupied Japan.

Incorrect. That's common misinformation. Japan's censorship law has existed since the 1890s, when they decided to make the country more "modern" by adhering to the conservative, Victorian social norms of the time compared to the relatively sexually loose society (in certain areas and at certain times) that had existed up to that point. They quit enforcing it during the imperial era because they were too busy trying to take over the world. In fact, after the war, the United States forced the Japanese to write freedom of speech and the press into their constitution. The only part where the occupation factors in is that while poring over their legal code while rewriting the constitution, they found the old obscenity laws. Ever since, they've used that law as essentially legalized extortion against the sex industry. The Japanese justice system is *very* corrupt, and the obscenity laws give the cops and judges free reign to stick their noses into everything and skim some money off the top. Don't pay the corrupt cops? Watch your bathhouse or porn studio get shut down for obscenity and everyone in it get arrested. The yakuza are also very entrenched in the porn industry, and the obscenity laws give the cops an opportunity to keep tabs on them.
